UK warned over Phorm, Internet

An Internet tracking company called Phorm has got Britain into legal hot water. The European Commission has threatened the UK government with court action, saying it is failing to guard confidentiality rights. Phorm watches what sites Internet users visit, to target tailored advertising at them.
Telecoms Commissioner Viviane Reding warns consumers, on her own website: “Do you want the Internet to turn into a jungle? This could happen you know, if we can’t control the use of our personal information online.”
The telecoms authority warned that social networking sites might be forced to conceal under-age users’ profiles from search engines.
Electronic microchips in the very goods Europeans buy are also under regulatory scrutiny.
European Commission spokesman Martin Selmayr said: “We also think about the use of Radio Frequency Identification tags which is another new technology some call ‘smart chips’. Others call them ‘spy chips’, which can be implemented in almost every product of your daily life.”
As ways to get customers to part with their cash get more sophisticated and subtle, the EU is concerned about privacy. These tools are also used in security systems, such as passport biometrics, and this too is debated.
Reding said: “No European should carry a chip without being informed what (it is) for, with the choice to remove (it) or switch it off at any time.”

Two out of three European voters will not cast a ballot in this June's elections, says French newspaper Liberation.
That is according to a Eurobarometer survey about to be released by the European Commission.
It predicts record abstention of 66 percent. The the survey says participation will be even weaker in some countries, the poorest in Poland, Austria and the UK.
Eight out of ten British voters could not even name the date — Thursday 4 June for them, coinciding with local elections, and up to June 8 in other countries.
The lack of awareness is general. The strongest showing is expected to be in Belgium and Luxembourg, where voting is compulsory by law.
Media disinterest in the campaigning and the core subjects is said to be crushing, to the point of hostile in France, Britain and Belgium.
Economic concerns combined with ignorance is therefore seen as undermining trust in the EU's institutions.
More than half the people who took part in the January-February Eurobarometer poll wanted the EU election campaign to focus on employment and growth. Pensions, crime, immigration and terrorism trailed far behind.

The EU’s environment ministers are in for a hot week as they set out to analyse Europe’s negotiating position on climate change.
Their are building towards a global pact to replace the Kyoto protocol with tough pledges to cut greenhouses gases.
The United Nations Framework Convention on Climate Change in Bonn last week saw little movement from industrialised countries towards proposed emissions target 25-40% below 1990 levels.
The EU has committed to 20 percent less by 2020, and is ready to go further if others also make ambitious cuts, such as major developing nations like China and India.
The leaders are having to offset their climate pledge responsibilities with anti-recession policies. The new US willingness to lead got a cautious welcome from the EU at talks one week ago in Prague.
Europe wants to ensure the success of UN talks in Copenhagen in December.
